Retirement-account rules can vary based on individual circumstances and account type. Individuals should review current IRS and Thrift Savings Plan rules and consult appropriate financial, tax, or legal professionals when necessary.
Federal employees and members of the uniformed services who participate in the Thrift Savings Plan (TSP) may eventually have questions about what happens to their account when they leave federal service or become eligible to take certain distributions.
One common question is:
Can a TSP be rolled over into a Gold IRA?
In certain circumstances, an eligible TSP distribution may be rolled over into an Individual Retirement Account, including a self-directed IRA that permits certain IRS-eligible precious metals.
However, eligibility depends on the type of TSP balance, whether the funds are currently eligible for distribution, the type of receiving IRA, and applicable IRS and TSP rules.
This guide explains the general process.
What Is a TSP?
The Thrift Savings Plan, commonly called the TSP, is a defined-contribution retirement plan for federal employees and members of the uniformed services.
It functions in several ways similarly to private-sector employer retirement plans, although it is governed by its own rules and procedures.
A TSP account may contain:
Traditional, pre-tax TSP funds
Roth TSP funds
Agency or service contributions
Earnings associated with those balances
The tax treatment and rollover destination may differ depending on which type of money is being moved.
Can TSP Funds Be Rolled Into an IRA?
The TSP permits certain eligible withdrawals and distributions to be rolled over to an IRA or another eligible retirement plan.
That does not mean every TSP participant can move funds at any time.
Whether a rollover is available depends on factors including:
Employment or federal-service status
The type of withdrawal or distribution requested
Whether the distribution is eligible for rollover
Whether the balance is Traditional TSP or Roth TSP
The type of receiving retirement account
The TSP should ultimately determine whether a particular balance or distribution is eligible to be moved.
What Is a Gold IRA?
A Gold IRA is generally a type of self-directed Individual Retirement Account that allows the account to hold certain precious metals permitted under federal tax rules.
It is not a separate category of IRA created specifically by the IRS.
Rather, it is an IRA administered by a custodian that permits certain alternative assets, including qualifying precious metals.
Certain gold, silver, platinum, and palladium products may qualify under Internal Revenue Code rules, while other coins and metals may be treated as collectibles and are generally not eligible.
How Can a TSP Rollover to a Gold IRA Work?
A typical process may involve several separate parties.
Step 1: Determine Whether the TSP Funds Are Eligible for Distribution
Before anything can be moved, the TSP account must generally have funds that are eligible for withdrawal or rollover.
The participant can review the available distribution options directly through the Thrift Savings Plan.
Step 2: Establish an Appropriate Self-Directed IRA
If eligible TSP funds are going to an IRA that permits physical precious metals, an account generally must first be established with a qualified IRA custodian that allows those assets.
The custodian administers the IRA and handles retirement-account reporting and recordkeeping.
American Gold Group is not an IRA custodian.
Step 3: Request the Rollover From the TSP
Once the receiving account has been established, the participant may request that eligible TSP funds be moved to the new retirement account.
Depending on the transaction, the funds may be handled as a direct rollover from the TSP to the receiving IRA.
A direct rollover generally means the retirement-plan funds are sent directly to the receiving retirement account rather than being paid to the participant personally.
Step 4: Funds Arrive at the IRA Custodian
After the rollover is completed, the funds are held within the self-directed IRA.
At this stage, no precious metals necessarily have been purchased yet.
The IRA simply holds the rollover proceeds until properly authorized transactions occur within the account.
Step 5: Eligible Precious Metals May Be Purchased Through the IRA
If the IRA permits precious metals, the account holder can provide instructions through the appropriate custodian process for purchasing qualifying metals.
Only certain precious metals and coins meet the requirements applicable to IRAs.
Step 6: Metals Are Sent to an Appropriate Depository
Precious metals held within an IRA generally must be held according to applicable IRA custody requirements.
They are typically sent to an approved storage facility or depository rather than being delivered directly to the IRA owner for personal possession.
The IRA custodian records the assets as part of the retirement account.
Direct TSP Rollover vs. Receiving the Money Personally
There is an important distinction between a direct rollover and receiving an eligible distribution personally.
Direct Rollover
With a direct rollover, funds generally move from the TSP directly to the receiving IRA or retirement plan.
The participant does not personally receive and hold the rollover proceeds.
60-Day Rollover
In some situations, an eligible retirement distribution may instead be paid to the participant.
IRS rules generally provide a 60-day period for completing an eligible rollover after receiving the distribution.
However, withholding rules and other tax considerations may apply when retirement-plan funds are paid directly to the participant.
Because the consequences can differ significantly, individuals should review the applicable TSP and IRS rules before requesting a distribution.
What About Traditional TSP Funds?
Traditional TSP balances generally consist of pre-tax amounts.
When an eligible Traditional TSP distribution is rolled directly into an appropriate Traditional IRA, the transaction may generally continue within a tax-deferred retirement-account structure.
The specific tax treatment depends on the transaction and the receiving account.
American Gold Group does not provide tax advice.
What About Roth TSP Funds?
Roth TSP funds require separate consideration.
Roth balances generally need to be moved to an appropriate Roth destination if the goal is to maintain Roth tax treatment.
Traditional and Roth balances therefore should not automatically be treated as interchangeable.
Individuals with both types of TSP balances should carefully identify which funds are being distributed and the type of receiving account.
Does a Gold IRA Mean You Personally Receive the Gold?
Generally, no.
Purchasing precious metals within an IRA is different from purchasing metals for personal delivery.
The IRA owns the assets, and the metals are generally held through the IRA custody structure.
Taking personal possession of IRA-owned metals can raise separate tax and compliance issues.
Someone who wants physical gold delivered directly to them would generally be making a separate, non-IRA purchase rather than holding the metals through a retirement account.
Are All Gold Coins and Bars Allowed in a Gold IRA?
No.
Federal tax rules restrict the types of coins and precious metals that may be held in an IRA.
Certain qualifying gold, silver, platinum, and palladium products may be permitted, while many collectible, rare, or numismatic coins do not qualify.
Eligibility depends on the specific product and applicable IRS requirements.
This is one reason it is important to distinguish between IRA-eligible precious metals and precious metals sold for ordinary personal ownership.
Can You Roll Over Only Part of a TSP?
In some circumstances, the TSP permits partial distributions or other withdrawal options.
Whether a specific partial withdrawal is available depends on the participant’s eligibility and the applicable TSP rules.
A participant does not necessarily have to assume that the entire account must be moved simply because a rollover option exists.
The TSP should be consulted directly regarding available withdrawal and distribution choices.
Is a TSP-to-Gold-IRA Rollover the Same as Buying Gold?
No.
These are separate concepts.
A TSP rollover refers to moving eligible retirement-plan assets from one retirement arrangement into another eligible retirement account.
A precious-metals purchase within the IRA is a separate transaction that takes place after the receiving retirement account has been established and funded.
Keeping these steps separate makes the process easier to understand.
Who Is Involved in a TSP-to-Gold-IRA Rollover?
A transaction can involve several different organizations, each performing a different role.
Thrift Savings Plan
The TSP administers the existing retirement account and processes eligible withdrawals or rollovers.
Self-Directed IRA Custodian
The IRA custodian administers the receiving retirement account, performs reporting and recordkeeping, and processes transactions according to the account holder’s instructions.
Precious Metals Dealer
A precious-metals dealer facilitates the purchase or sale of eligible metals.
Depository
The depository provides storage for precious metals held within the IRA custody structure.
These organizations perform different functions.

Questions to Understand Before Beginning a TSP Rollover
Before beginning any transaction, an individual may want to understand:
Whether the TSP balance is currently eligible for distribution
Whether the balance contains Traditional TSP funds, Roth TSP funds, or both
What type of IRA would receive the funds
Whether the receiving custodian permits precious metals
Which precious-metal products meet IRA eligibility requirements
What administrative and storage fees may apply
How the custodian and depository handle the account and metals
How future distributions from the IRA are processed
Understanding these separate parts can make the mechanics of the transaction clearer.
The Bottom Line
Certain eligible TSP withdrawals and distributions may be rolled into an IRA.
If the receiving account is a properly established self-directed IRA that permits eligible precious metals, funds from an eligible TSP rollover may subsequently be used within the IRA to purchase qualifying precious metals.
The key distinction is that a TSP rollover, IRA establishment, precious-metals purchase, and depository storage are separate steps involving separate parties.
Eligibility, tax treatment, and available withdrawal options depend on the individual account and applicable TSP and IRS rules.
